At least 25 people have been killed by Azerbaijan's military in Nagorno-Karabakh, according to Armenian-backed separatists. Baku calls the offensive an anti-terror operation. The region is Azerbaijani territory, but is inhabited by a majority of Armenians. Richard Giragosian, an Armenian-American political analyst, explained the situation.
