Meeting in Helsinki, Finland, two former officials and lead negotiators from Armenia and Azerbaijan, David Shahnazaryan, Ambassador Extraordinary and Plenipotentiary, and the former Ambassador of the President of the Republic of Armenia on Special Missions (1992-95), and Eldar Namazov, former Assistant to the President of the Republic of Azerbaijan and the head of Presidential Secretariat (1993-99), led a group of eight representatives of civil society and experts and issued a Declaration on the Nagorno-Karabakh Conflict on 3 November 2014.


The meeting, convened with the support of the Finnish Foreign Ministry, was within the framework of the Independent Civil Minsk Process (ICMP) Initiative on the resolution of Nagorno-Karabakh conflict, reiterated an earlier Declaration signed in Tbilisi on 8 December 2010, which called upon the leadership of the parties:

  • to refrain from war-like rhetoric, and political and information action aimed at conflict escalation;
  • to take urgent measures on securing the ceasefire and preventing armed clashes, and to ensure the immediate withdrawal of snipers from the frontline;
  • to add to the basic rules of the conflict resolution (the non-use of force, territorial integrity, equal rights and self-determination of peoples) the principle of “peaceful resolution of disputes” based on the Helsinki Final Act; and
  • to begin the development of a Road Map of Nagorno-Karabakh conflict resolution.
